Windows XP forces double key strokes for single and double quotes

I have been using Windows XP Professional for 12 months and have not
been able to find an answer to the annoying habit of being forced to
hit the space bar after typing the single or double quote character if
the next character is a vowel or the letter c.

If I forget the space bar after using the double quote key I get
instaed of "a"e"i"o"u and for single quotes I get instead of
'a'e'i'o'u'c

I have not been able to find anything on the MSDN website or any
setting in Windows to turn the annoying "feature" off.

Any ideas?

This is "the feature" of the United States-International keyboard. You can add new keyboard (English-US works fine for me) and remove the old one and it should work.
