Windows' window color, way to force for all apps?; "parchment color"?

Is there a way to force the "window" color in the colors selection for all
apps? It works for some, but I assume any that define it internally
override it :(

Also, is there a "parchment" color for 256color W95 window color?
I can't find it now, but I could swear it was there once.
If anybody's got the file (if it is a file) I'd appreciate it :)
