Conflict in Port / SAP Installation/Upgrade

SAs Administering HP-UX/SAP Servers:

I believe that I am having a port conflict over here. The SAP BASIS Admins
are unable to bring up a new SAP instance after an upgrade from their end.

This is the error he gets:

I tried to check for conflicts using (netsat -a|grep <port#>) but I dont
see any ports (226,3227, 3900) etc. etc. I dont see these ports in my
/etc/services file too.

Anybody had similar port related issues before? Any suggestions?
