Application That Uses UDP 2164 For License Checks?

I have an application under Windows 2003 that is sending UDP 2164 broadcasts
all the time with data in the packet that says LIC_CHECK_SEND and the
hostname. I don't find that string on Google, and would appreciate anyone
who recognizes it letting me know which application is doing this.
