If the wallet is open, then kmail can re-read the passwords everytime it is needed. But when the wallet is closed, then probably it is closed for a reason, and the user doesn't want applications to use the passwords. Now if one closes the wallet, it is still possible to use kmail, because it has been cached the password. I think this is an "unsafe" or not expected behaviour.
